回复函格式及范文
1、概述
答复即复函,属公函的一种。
复函是机关、单位为答复来函一方面商洽、询问或联系事宜而使用的一种公文,既可用于上级机关对下级单位的答复之用,也可用于平行机关或不相隶属机关的答复。复函如属上级机关对下级机关所要求事项的答复,同时具有某种批复、批示的性质。
2、写作要点:
复函的全文由标题、正文、落款三部分构成:
(1)标题
由发文机关、事由和文种类别(复函)组成,一般不可省略。
(2)正文
包括受文单位、开头用语、答复意见、结尾四部分。受文单位要顶格写;开头用语多为“你处××函收悉,经××研究,现答复如下”
(3)落款
发文机关、日期并加盖公章。
复函的写作,要求有针对性,措辞简明得体。一般应一事一函。
3、范文
地质矿产部产于地热资源管理问题的复函

山东临沂市人民政府:
临沂市汤头地下热水站负责人王泽清同志来信反映在地热管理中存在的问题,我部现作如下答复。
地热资源属矿产资源,分类上属于能源矿产。地热能是地壳内岩石(固相)、和流体(液、气相)中能被人类经济、合理地开发出来的热量。地下热水中的水仅是传递地热能的一种媒介、载体,它只能带出地热能的20%,因此,地下热水

应属矿产资源。这一结论在1991年8月国务院法制局与地矿部联合召开的专家论证会上得到了与会专家和绝大多数部门代表的肯定。
临沂汤头的地下热水之所以有较高价值,就在于它的温度和有益元素,这是区别于普通地下水的关键。对于地下热水这一宝贵的矿产资源,应按《矿产资源法》对某进行合理地开发利用和保护,使其发挥最大的经济效益。
综上所述,地下热水的开采活动必须纳入《矿交资源法》的法制轨道。我部希望临沂市人民政府尽快对场头地下热水管理站的问题依法予以解决。

“*****函〔201*〕**号”的整改回复报告
*****有限公司安质部:
*****监理站根据****有限公司201*年*月*日下发的***〔201**〕90号文《*****》文件要求,对****有限公司*月**日检查监理Ⅰ标监理站发现存在的问题进行了整改,现将整改情况汇报如下:
1.存在的问题:抽查施工单位(**)所进4个批次的进场原材料,发现有一个批次的水泥和一个批次的粉煤灰监理未对材料进行统计,物资进场台帐上没有统计,没有原材料进场报验表。
整改措施:由试验室严格按照进场材料检验制度检验每批进场材料;加强对原材料进场的统计管理;对这一批次的水泥和粉煤灰进行追溯。
整改情况:试验室从4月1日起每日统计综合Ⅰ标进场材料,建立台帐,专人统计(图1);已追溯到遗漏批次的水泥和粉煤灰的检验报告,已完善了进场报验资料(图2)。

2.存在的问题:未按合同承诺核查施工单位的生产设备。
整改措施:监理站指派专人对施工单位进行包括检查生产设备在内的合同检查,每月至少1次。
整改情况:监理站已安排专人负责隧道局项目部的合同检查工作;4月份监理站对施工单位的合同检查计划在4月20日进行。
3.存在的问题:监理日记填写不规范,内容缺项较多(对上级检查通报的问题与整改情况无记录;驻地监理休假无工作交接;*站场*月*7日至*月*日无记录)。
整改措施:重新规范监理日记、日志的填写,明确填写要求,总监理工程师每季度对监理工程师监理日记、日志进行不少于一次的检查,监理组长每月对监理员监理日记进行不少于一次的检查;明确规定监理人员的请、销假和工作交接制度。
整改情况:监理站编制了《监理日记(志)填写指南》,发至各监理人员,《指南》中详细记录有监理日记、日志应填写的全部内容,并附有日记填写范例(图3);监理人员的请、销假和休假期间的工作交接制度已严格执行,由总监监督并列入到对监理人员的考核。
