回复函格式及范文
1、概述
答复即复函，属公函的一种。
复函是机关、单位为答复来函一方面商洽、询问或联系事宜而使用的一种公文，既可用于上级机关对下级单位的答复之用，也可用于平行机关或不相隶属机关的答复。复函如属上级机关对下级机关所要求事项的答复，同时具有某种批复、批示的性质。
2、写作要点：
复函的全文由标题、正文、落款三部分构成：
（1）标题
由发文机关、事由和文种类别（复函）组成，一般不可省略。
（2）正文
包括受文单位、开头用语、答复意见、结尾四部分。受文单位要顶格写；开头用语多为“你处××函收悉，经××研究，现答复如下”
（3）落款
发文机关、日期并加盖公章。
复函的写作，要求有针对性，措辞简明得体。一般应一事一函。
3、范文
地质矿产部产于地热资源管理问题的复函
（地函184号）
山东临沂市人民政府：
临沂市汤头地下热水站负责人王泽清同志来信反映在地热管理中存在的问题，我部现作如下答复。
地热资源属矿产资源，分类上属于能源矿产。地热能是地壳内岩石（固相）、和流体（液、气相）中能被人类经济、合理地开发出来的热量。地下热水中的水仅是传递地热能的一种媒介、载体，它只能带出地热能的20%，因此，地下热水

应属矿产资源。这一结论在1991年8月国务院法制局与地矿部联合召开的专家论证会上得到了与会专家和绝大多数部门代表的肯定。
临沂汤头的地下热水之所以有较高价值，就在于它的温度和有益元素，这是区别于普通地下水的关键。对于地下热水这一宝贵的矿产资源，应按《矿产资源法》对某进行合理地开发利用和保护，使其发挥最大的经济效益。
综上所述，地下热水的开采活动必须纳入《矿交资源法》的法制轨道。我部希望临沂市人民政府尽快对场头地下热水管理站的问题依法予以解决。
