《2016市总工会女职工委员会工作报告》
2016年,全市各级工会女职委深入贯彻党的十八大和中国工会十六大精神,强化自身建设和权益维护,组织引领广大女职工素质提升、建功立业,积极投身经济建设,在推进转型升级融合发展、加快建设“三个名城”中发挥好“半边天”作用。
一、主动融入大局,积极引领女职工为争创全省转型升级示范区勇立新功
各级工会女职委动员和引导广大女职工勤奋劳动、诚实劳动、创新劳动,在“推进试点、争创示范”中建功立业。
1、提升素质、争先创优,全面激发女职工创造活力。各级工会女职委通过女职工周末学校、流动课堂、职工书屋等阵地,推动和引导女职工学习新理念、掌握新知识、提升新技能。通过技术比武、岗位练兵、层层表彰女职工“五一巾帼标兵岗”和“五一巾帼标兵”,宣传先进、展示风采。市总工会举办全市女职工“双争”表彰暨巾帼风采展示会,来自全市各行各业的女职工们,通过小品、音诗画、时尚礼仪、技能展示、时装秀等多种形式,展示了女劳模、女先进的岗位风采。有7 3个市级五一巾帼标兵岗和71名市级五一巾帼标兵受表彰,极大地激发了广大女职工的工作积极性和创造活力。
2、幸福女工、快乐工作,全面提升女职工工作热情。各级工会女职委宣传发动广大女职工积极投身“幸福女工、快乐工作”主题活动,组织广大女职工参与“幸福女性、快乐工作”主题征文活动。来自各行各业的女职工干部和女职工积极参与。市总女职委从征文中精选了30多创新精神、创新能力还不够强;调查研究、服务基层还不够深;运作机制、服务手段还不够优等,这些问题在今后的工作中要认真加以改进。
2016年工作思路
2016年全市工会女职工工作的总体要求是:以党的十八届三中全会和中国工会十六大精神为指导,围绕抓改革、促发展、作贡献的目标任务,倾力实施建功立业、权益维护、阳光关爱、固本强基等“四大行动”,深化拓展女职工“五件实事”,切实当好女职工的“娘家人”,团结动员全市女职工为推进我市“三个名城”建设建功立业、再创辉煌。主要做好四个方面的工作:
一、服务发展,团结动员女职工为全面深化改革勇立新功。
各级工会女职工组织要把广大女职工的思想统一到十八届三中全会和中国工会十六大精神上来,大力弘扬工人阶级伟大品格和劳模精神,动员和引导广大女职工在促进泰州经济社会又好又快发展中建功立业。
1、全力开展女职工素质提升活动。组织广大女职工积极投身“泰州市职工素质转型升级圆梦计划”,落实五年规划(2016—2018年),以实现女职工的学历提升、技能提级、素质提高、全面发展为目的,以女职工周末学校、流动课堂、职工书屋、培训基地、网上平台等多种形式和阵地,建立健全职工教育培训的工作体系和机制,努力造就一支有智慧、有技术、能发明、会创新的女性技术工作队伍。广泛开展名师带徒活动,积极参与“首席员工”、“金牌工人”评选,激励广大女职工岗位成才,争当知识型、技能型、创新型人才。积极组织女职工参与以“阳光女性、幸福中国”为主题的第二届全国“书香三八”读书征文活动,引导女职工塑造积极健康的阳光心态,树立与时俱进的人生观、世界观和价值观。
2、继续深化女职工“双争”表彰活动。继续通过层层表彰女职工五一巾帼标兵岗和五一巾帼标兵,大张旗鼓地宣传女职工工作的先进典型、模范人物,展示女职工丰硕成果和时代风采,充分发挥先进典型的示范引领作用,在全市女职工中唱响劳动光荣、工人伟大的主旋律,在全社会营造尊重女职工、关爱女职工的浓烈氛围。进一步深化“双争”活动内涵,把“双争”品牌在我市女职工建功立业活动中擦得更亮,叫得更响,做得更实。
3、创新开展女职工主题宣传活动。“三八”期间,在全市开展“中国梦、劳动美、巾帼情”主题宣传系列活动,引导和激励广大女职工支持改革、参与改革,积极投身切合企业实际和女职工特点的技能竞赛和合理化建议活动,努力在本职工作中创先、创新、创优,全面激发女职工的劳动热情和创造潜力。
二、源头参与,切实维护广大女职工合法权益
各级工会女职工组织要注重源头参与、强化法律宣传,以维护女职工特殊权益为重点,加强维权机制建设。
1、设法健全女职工维权机制。将女职工权益维护工作融入企业民主管理、和谐劳动关系创建活动中,推进女职工体面劳动、舒心工作、全面发展。充分发挥女职工组织在推进基层民主协商制度建设中的重要作用,扩大女职工代表在职代会等基层民主管理体制中的比例,畅通女职工利益诉求渠道。主动参与有关法律法规的执法检查,协助有关部门加强对女职工职业危害、事故隐患的检查监督,监督企业特别是非公企业落实女职工特殊保护规定。积极参与侵害女职工合法权益的典型案件的调查处理,由点及面,防范类似侵权案件的发生。
2、切实加强女职工专项合同制度。在提高女职工权益专项合同实效性上下功夫,努力提升专项合同质量,积极推动企业将女职工特殊权益,特别是平等就业、同工同酬、禁忌劳动、四期保护等纳入制度性协商内容,真正发挥女职工专项合同制度在维护女职工合法权益和特殊利益中的重要作用。针对小微企业平等协商难以开展的现实,积极探索加强行业女职工特殊权益协商制度建设,以此带动和覆盖面广量大的小微企业建制和履约。建立督查工作长效机制,将女职工权益专项合同建制情况纳入各级人大、政协和政府劳动关系三方重点督查内容,纳入各级工会劳动法律监督检查目标体系。
3、继续加大女职工法律法规宣传工作。继续广泛开展《女职工劳动保护特别规定》等法律法规的宣传活动,送法律进社区、进企业、进车间、进班组,使维护女职工合法权益和特殊利益的相关法律法规家喻户晓,使女职工特殊保护规定在各类企业都能得到落实。
三、倾情关爱,落实帮扶服务举措惠及广大女职工
各级工会女职委要以“面对面、心贴心、实打实”服务女职工作为工作主线,加大帮扶服务力度,进一步落实女职工阳光关爱行动。
1、继续加强女职工心理关怀工作。进一步发挥心理疏导屋、心理咨询网站、心理疏导师资队伍的作用,通过多种形式关爱女职工心理健康,打造女性关爱特色品牌。积极组织女职工干部参加省总举办的首期三级心理咨询培训班,为各级工会女职委开展心理关怀工作培训骨干。将心理疏导知识纳入各级工会女职工干部培训的必要课程,探索建立基层女工委员和女职工心理健康辅导员“二员合一、持证上岗”制度,努力把这项工作打造成为具有女性特点的协调劳动关系、创建和谐企业的特色品牌。
2、全面维护女职工生命健康权益。推动普遍建立每年一次妇检的制度,组织开展女职工健康知识讲座,增强女职工自我保健意识。继续把环卫女工、女农民工和单亲困难女职工及其家庭作为重点,组织实施“两癌”检查工作。开展新一轮安康互助保障入会工作,宣传发动更多女职工加入互助保障,不断扩大保障金规模,增强其救助功能。
3、尽心尽力开展女职工扶贫帮困活动。精心策划和组织好三月“女职工关爱月”活动,扩大范围、拓展领域,进一步加大对特困、单亲困难女职工(女农民工)及其家庭的帮扶救助力度,做到女职工普遍受益与重点人群受益相结合,日常帮扶与重大节日帮扶相结合,做细做实对困难女职工的助医助学助困工作,帮助解决女职工最关心最直接最现实的利益问题。继续发挥“女职工爱心社”等关爱单亲困难女职工的爱心平台的作用,发动各级工会女职委与单亲困难女职工结对助困。继续做好促进下岗失业女职工再就业工作,巩固和拓展女职工“公惠”创业基地,积极开展女职工“星级再就业示范基地”培育和选树工作。 继续将女职工关爱行动融入“阳光快车”行动之中,融入工会帮扶服务大局之中,加强内外配合,借助社会力量,为困难女职工提供全方位的扶助。
四、固本强基,增强女职工组织的凝聚力和社会影响力。
各级工会女职委要切实加强女职工组织尤其是企业女职工组织建设,不断增强女职工组织的吸引力和凝聚力。
1、确保同步组建。认真贯彻落实《工会女职工委员会工作条例》,抓住“两个普遍”契机,依托“党工共建”机制,同步推进基层女职工组织建设,努力做到工会组建到哪里,工会女职工组织就同步跟进到哪里,女职工委员会要与工会委员会同步筹备、同步报批、同步建立,最大限度地将女职工尤其是女性进城务工人员吸纳到工会女职工组织中来。突出企业工会的主体地位,分类指导、因企制宜,加强“两新”组织工会女职工组织的组建工作,确保建会企业女职工组织的全覆盖。
2、狠抓规范建设。大力推进女职工组织规范化建设,切实加强对基层女职工工作的业务指导和工作督查,认真总结交流各地女职工组织规范化建设经验,探索新形势下女职工工作的特点和规律,加强与市及市(区)妇联的沟通联系,充分发挥好企业工会女职工委员会的作用,用新观念、新思路、新举措推进女职工工作运行机制和活动方式的创新。
3、切实转变作风。加强女职工组织思想建设、组织建设、作风建设、干部队伍建设,努力建设学习型、服务型、创新型工会女职工组织。发动各级工会女职工干部积极投身党的群众路线教育实践活动,治四风,树新风,建立健全和完善联系服务女职工制度,及时听取和反映女职工的意见建议和利益诉求,竭尽全力做好服务女职工、服务女会员、服务基层的“三服务”工作,力争在解决女职工特殊困难方面有新的突破。

The human brain weighs about 1.4 kilograms, but it can hold much more information than most computers. However, there is another difference between humans and computers. Computers don't forget information they are given, but humans often do. No one remembers everything, and luckily we don't usually have to. But everyone can improve their memory if they want to.
