各地级以上市及顺德区招生办公室,各有关高等学校,各考点:

为做好我省2017年普通高等学校艺术类专业招生考试工作,根据教育部的有关规定,结合我省实际,现就有关事项通知如下:

一、严格规范管理艺术类专业招生考试工作

广东省2017年普通高等学校艺术类专业(含音乐类、美术类,下同)招生考试工作要认真贯彻执行教育部有关精神,坚持“着眼公平、分类指导、立足规范、提升质量”的原则,进一步完善招生考试办法,加强考试管理,抓好考风考纪,努力提高招生考试科学化、规范化的管理水平。

(一)文化课考试科目

我省艺术类考生根据专业属性不同分为音乐类和美术类两个类别,高考报名时统一派发艺术类考生号,考试科类可选择艺术类文科或艺术类理科。艺术类文科考生的文化课考试科目为“3+文科综合”,即语文、文科数学、外语、文科综合,艺术类理科考生的文化课考试科目为“3+理科综合”,即语文、理科数学、外语、理科综合。

(二)报考类型

我省艺术类专业招生考试分为省统考、省统考基础上的校考、校考三种类型。凡省统考涉及到的专业(含艺术类师范专业,《广东省艺术类术科统考涉及的专业认定说明》见附件1),所有高等学校的艺术类高职(专科)专业(中央戏剧学院、中央美术学院、北京电影学院等院校经教育部批准的专业除外)及民办高等学校、独立学院艺术类本科专业均应直接使用省统考成绩,高校不再组织校考;其他本科院校的艺术类本科专业可直接使用省统考成绩,或在省统考合格考生范围内组织校考。省统考未涉及到的

专业,由高校组织校考。考生除报考省统考未涉及的专业可不参加省统考外,报考省统考涉及的或认可省统考成绩的专业,必须参加省统考。

(三)报名要求

普通高考艺术类考生实行全省统一报名,报名时间为2016年12月1日至12月10日,具体报名办法按照《关于做好广东省2017年普通高校招生统一考试报名和建档工作的通知》(粤招〔2016〕20号)有关要求进行。凡报考艺术类专业考生,均需填报艺术类考生对应项信息点。艺术类专业术科统考考试报名按照我省统考的要求执行;艺术类专业术科校考(含省统考基础上的校考、校考,下同)考试报名根据我省对校考的相关规定和招生院校的相关要求执行。为增加录取机会,拟报考艺术院校(专业)校考的考生,凡报名时无法确定所报考专业是否属艺术类省统考涉及的专业,考生应先报名参加省统考。招生院校凡是有不招收理科(文科)考生专业要求的,一律不得接受理科(文科)考生报名参加该专业校考。考生未按招生院校文理科文化课考试要求报考而未能录取的,责任由考生本人承担。广东省高考教育网

(四)命题工作

艺术类专业术科统一考试的科目设置和试题内容以《广东省2017年普通高校招生统一考试美术术科考试大纲》和《广东省2017年普通高校招生统一考试音乐术科考试大纲》为依据,试题内容主要测试考生对艺术专业的基本理论、基本知识和基本技能掌握的程度,以及对所学理论知识的运用、操作、表现能力。需进行艺术类专业校考的院校应制订并向考生公布本校2017年普通高考艺术类术科考试大纲,并依据考试大纲进行命题。

命题人员由思想品德好,本专业学术水平较高,本年度无直系亲属报考相关艺术类专业,具有中级以上职称的教师担任。省统考的命题人员由省教育考试院确定。校考的命题人员由招生单位的教务部门和招生部门研究确定。命题人员按照国家有关保密规定进行管理。命题人员不得参与任何有关艺术类专业术科入学考试的辅导活动,不得向任何人透露试题的内容和命题工作情况,违反者将按国家有关规定严肃处理。命题人员应与省有关部门或高校签订《命题人员保密责任书》,明确其应负的责任和承担的义务后,方可启动命题工作程序。

(五)招生章程

高校招生章程是高校招生的重要依据,内容必须合法、真实、表述清晰无歧义。高校必须严格依据招生章程开展工作,不得用招生简章代替招生章程作为录取依据。高校应将艺术类专业录取原则、校考专业和考核方式、方法等在招生章程中予以明确,不得擅自更改已经向社会公布过的考核、录取方案。为认真贯彻落实教育部招生“阳光工程”精神,各高校应在艺术类专业术科校考报名前予以公布2017年艺术类专业招生章程。

(六)考务要求

各考点(附件2、3)要成立专门的工作领导小组,加强对考务工作人员的教育培训和业务培训,精心组织,落实措施,严格管理,严肃考风考纪,考试现场须进行指纹身份识别和考试全过程电子监控摄像(或现场录像监控),严防替考等违纪舞弊行为发生。每个考场需安排2名以上(含2名)的老师监考,监考老师要加强对考生违禁物品检查,严禁考生携带违禁物品进入考场。要特别加强对考生携带手机等通讯工具进入考场和考试时所使用的画板或画夹的检查,严防违纪舞弊现象发生。对于携带手机等通讯

工具进入考场和美术术科考试时携带有图案、图形等痕迹的画板或画夹进入考场的考生,一经发现按考试作弊处理。有关考生的报名材料、考试答卷或视频记录资料保留4年,以备复查。

(七)违规处理

根据教育部规定,普通高等学校招生考试是教育部确定实施的国家教育考试,艺术类专业术科省级统考、校考等考试成绩作为普通高等学校招生考试的录取依据之一,均属国家教育考试的组成部分。对在考试过程中违纪作弊的行为,将依《国家教育考试违规处理办法》(教育部令第33号)和《中华人民共和国刑法修正案(九)》严肃处理,将违规行为记入考生高考诚信电子档案。有作弊行为的考生依据规定将取消高考文化课和术科成绩,情节严重的,将予暂停高考或各种国家教育考试1至3年的处理。涉嫌犯罪的,将移交司法机关处理。高校要始终坚持依法治考、依法治招,对招生工作中的违规行为,要按照《普通高等学校招生违规行为处理暂行办法》(教育部令36号)和相关法律法规严肃处理。

1.考试过程中,发现考生实施违规行为后,监考老师应在考场记录表上如实、准确、详细的记录,由2名以上(含2名)监考老师或考场巡视员、督考员签字确认。同时,监考老师应如实、规范填写违规情况告知书(附件4、5),向违规考生告知其违规情况并要求考生签名确认。考生签名确认后,监考老师将违规情况告知书发放给考生(考生不签名的,由考场巡视员核实违规事实无误后,在告知书上注明考生拒签名,同样也发放违规情况告知书给相关考生)。对暂扣的作弊材料、工具等应填写收据。

2.省统考考试结束后,各统考考点于2017年1月6日前将具有两位监考员签名以及考点盖章的违规情况告知书交到省教育考试院高招处1208室。校考考试结束后,

各招生院校要及时整理考生违纪作弊情况,并将违纪作弊考生详细的违纪作弊事实等信息及处理情况于2017年5月19日前通过“广东省普高管理系统”上报省教育考试院,并从系统下载打印《2017年广东省艺术校考违纪作弊名单》加盖公章后和相关证明材料(原件)一起寄送我院备案(联系地址:广州市中山大道西69号广东省教育考试院高招处1208室,邮政编码:510631;电话:020-38627842)。省教育考试院将根据各统考考点和招生院校处理情况和考生的违纪事实作出取消单科成绩直至取消当年高考各科成绩的处理。

3.对在组织考试中出现违反规定或者重大失职造成恶劣影响的考点单位,将取消其考点资格,并建议相关单位对有关责任人视情节轻重分别给予相应的行政处分。

4.对在组织专业校考中出现违反规定或者重大失职造成恶劣影响的招生院校,将取消其在我省组织专业校考资格,并建议相关院校对有关责任人视情节轻重分别给予相应的行政处分。

5.对于未经教育部和我省招生办公室批准,擅自组织专业校考的招生院校,我省将不予承认校考成绩,遗留问题由相关院校负责处理,造成重大社会影响的,停止其下一年度在我省的招生资格。

(八)管理要求

各级招生考试部门和高等学校必须高度重视,严格按照教育部的有关规定和我省的工作要求,加强对艺术类招生考试工作的领导,精心组织艺术类专业考试,进一步严密管理措施、严格操作程序、严肃考试纪律,缜密排查和清除影响招生公平公正的隐患,确保广大考生在平等条件下公平竞争,不断提高艺术类招生考试的信度和社会声誉。为确保艺术类招生考试的公平公正和顺利进行,严禁工作人员、教职工尤其专业教师单独、

When I was nine years old, I loved to go fishing with my dad. But the only thing that wasn’t very fun about it was that he could catch many fish while I couldn’t catch anything.
